Yes.
	 Go right to the blower motor and check for + voltage using the  
battery -terminal to ground your testing device if you're pretty  
convinced that the fuse(s),fuse holder(s) and associated wiring are  
good. A bad ground can affect both relays and motor. You should check  
the common ground point in the area.
